RALEIGH POLICE DEPARTMENT EXPLORER/CADET POST 911
BY-LAWS
I.
Purpose:
The
Raleigh Police Department Explorer Post #911 was formed to provide an
opportunity for our area youth in the City of Raleigh and Wake County to learn
about a career in Law Enforcement.
II.
Membership:
A.
Membership
is open to male and female youth, age 12 to 20.
1.
Age
12 or in the 6th grade
B.
Membership
applications must be filled out, and a cadet probationary period must be
completed successfully.
C.
Cadet
probation will start from date of first entry.
Once the below requirements are met, a Cadet can become an Explorer.
1.
The
Cadet must be between the ages of 14 and 20.
2.
The
Explorer application must be filled out and returned.
3.
An
advisor must complete the background investigation.
4.
The
Cadet must be maintaining a “C” average or better in school.
5.
The
Cadet must have attended at least two meetings every month for the past 90 days.
6.
The
Cadet must attend a one week long Explorer academy (or possibly one put on every
Saturday for 8 consecutive Saturdays). The
Cadet must attend every day in order to graduate.
7.
The
Cadet must not have had any in or out of school suspensions for one school year
(must bring proof). Or any other
serious trouble within the school.
8.
The
Cadet must have not been charged with any criminal activity or serious traffic
offense for a year.
9.
The
Cadet must pass an oral board. The
oral board will consist of two head advisors and Explorer leadership (Captain,
Lieutenant, and both Sergeants).
10.
Once
all above steps have been completed the Cadet can become an Explorer on
probationary status.
11.
The
probationary Explorer will need to comply with all Explorer policies and have no
negative counseling from school, home, or Explorer meeting for a period of 90
days.
12.
Once
the 90 days are completed, if the probationary Explorer has met and/or exceeded
all that is expected and required of him/her, the Explorer will come off
probation and receive promotion to Corporal.
Once a Corporal, the Explorer will be able to participate in any
promotional processes that become available.
D.
No
Cadet or Explorer will be denied entry or promotion based on race, ethnic
background, gender, sexual orientation, religion, economic status, age, cultural
group, or any other identifiable characteristics.
III.
Meetings:
A.
Meetings
will be held every Wednesday of each month.
Some extra days may be scheduled each month.
B.
All
Explorers/Cadets are expected to attend meetings dressed in appropriate uniform
or in casual attire if he/she does not have a uniform.
C.
Meetings
will start at 1830 hrs. Please
arrive before 1830 hrs.
i.
Regular
meetings will be held every Wednesday of each month.
ii.
Meetings
are to be held under Robert’s Rule
of Order:
A.
Meetings
will be called to order at 1830hrs.
B.
Pledge
to the flag.
C.
Lesson
will be discussed.
D.
Scenarios,
if applicable.
E.
Meeting
will close
no later than 2030 hrs.
a.
No
food, drink (with the exception of water) or tobacco products are allowed to be
used during the meeting.
b.
Absolutely
no tobacco, alcohol, or other illegal drugs are to be used by Explorers/Cadets.
c.
All
electronic devices placed in silent mode.
iii.
Explorers/Cadets
are expected to attend at least two meetings a month.
IV.
Special
rules:
A.
All
City of Raleigh and Raleigh Police Department SOP’s shall be observed when
applicable to this posts activities.
B.
All
city codes and state laws and regulations shall be observed when applicable to
this posts activities.
C.
All
Explorers/Cadets will maintain a clean, neat appearance.
D.
All
Explorers are expected to maintain passing grades in school.
A 2.0 GPA is required (C). Failure
to maintain passing grades subjects members to Cadet status until the grades are
brought up at the interim report period or next grading period.
E.
Failure
to comply with the applicable rules and regulations of this Explorer Post shall
subject members to disciplinary action; suspension and/or dismissal from the
group.

actions will be determined by post advisors and officers.
STANDARD
OPERATING PROCEDURES
I.
Etiquette
1.
An
Explorer/Cadet will always act in a professional manner.
2.
An
Explorer/Cadet will always greet the public in a courteous and respectful
fashion, stay calm and sufficiently supply the public needs.
Be friendly and helpful.
3.
Explorers/Cadets
will stand clear and out of the way of any officer or civilian.
4.
Explorers/Cadets
will address all officers with “Sir” or “Ma’am” as the first and last
word.
5.
Explorers/Cadets
will follow all orders given by officers and all lawful orders given by
Explorers.
6.
Explorers/Cadets
will follow the chain of command.
II.
Explorer
dress code
i.
An
explorer shall always act maturely and responsible while in uniform.
In uniform, you are looked at as a member of the Raleigh Police
Department.
A.
Class A - Long sleeve shirt,
tie, tie pin, whistle and chain, American Flag pin, name tag, sam brown belt,
rank insignia (if applicable), gray uniform pants, black socks, and approved
black boots/shoes.
B.
Class B - Short sleeve
shirt, whistle and chain, American flag pin, name
tag, sam brown belt, rank insignia (if applicable), gray uniform pants, black
socks, and approved black boots/shoes.
C.
Class C - Navy Explorer
polo, tan BDU pants, black belt, black socks, black boots/shoes and ID badge.
Baseball cap and turtleneck.
D.
Cadet Uniform – Plain white
T-shirt, khaki pants and shoes.
ii.
A
clean appearance
A.
Always
neat while in uniform.
B.
Neatly
trimmed hair per Raleigh Police Explorer/Cadet policy.
C.
No
visible jewelry.
D.
Clean
shaven. (no facial hair except mustache, trimmed)

III.
Chain
of command
i.
The
chain of command will be used in all situations.
ii.
Each
position will report to the person directly in charge of him/her with any
concerns.
A.
Advisor-
Police Officers in charge of overseeing the Explorer/Cadet Post.
Maintains integrity of the Post.
B.
Explorer
Captain-
In charge personnel, maintains records, oversees training schedule, keeps company integrity, ensures meetings are run properly, etc.
C.
Explorer
Lieutenant-
Maintains control over Explorers/Cadets in the Post, runs meetings, etc.
D.
Explorer
Sergeant-
In charge of maintaining Explorer squad order and upkeep, ensures all Explorers
are accounted for.
E.
Explorer
Corporal-
Helps Sergeant when necessary and helps give out orders assigned by Sergeant.
Heads Cadet Squads.
F.
Explorer-
